You must have heard of Hindi imposition, where MAJORITY of India is NON-Hindi, or Marathi forced on "outsiders" in Mumbai, Maharashtra, South Indian languages like Kannada forced on non-natives, but this recent change in Odisha will shock you.
Not non-Odias (we are fine with outsiders using their language) but Odias can't speak Odia in their own state? What? Why must I speak in Hindi outside my state & can't speak my language even when I come back to my state? And the vendor is Odia too. I did ask him if he's non-Odia, and he's not! He says he's forgetting Odia as he speaks so much Hindi.
What is this sudden change in socio-cultural dynamic in Odisha?
India has 1700 languages.
Odia is the OLDEST and the ONLY classical language from Sanskrit branch, i.e. entire non-south India, with the same high standards before criteria was relaxed.
2 classical dances. We are that old. The oldest living. From the same source as Hindi; i.e. Sanskrit. Odia is also famous for preserving & least impacted by invasion or Mughals, so the Urdu words were not there.
Odia are famous for trying to speak in the language the other is speaking in. It can be our broken Hindi, but if you're a non-Odia we will cater to you. It's always been our hospitality. For example, in MBA for entire one year I kept speaking in Hindi to this classmate named "Singh". Next year, got to know he's Odia! He's just royal, hence the surname.
I strongly oppose any state language remotely expecting other language natives to speak it. It's India! All are free to practice their mother tongue. We even have a day for promoting our own mother tongue. Unless you studied in a state, or serve in the govt or in banks dealing with the absolute rural areas, you are never needed to learn a local language! Thankgoddess for that.

Sky1700 Indian lang — even Hindi medium studies own mother tongue and English
Each of these 1700 Indian languages, yes, even Hindi medium, is taught English through out their lives, school, college etc. as a mandatory language. The ONE thing all Indians have in common is English, India's official language. India's other official language on either or basis; Hindi is not understood by MOST of India.
Recently several standards like antiquity, literary history, not dependent on any other language, etc. major parameters were done away with, significantly reducing the level of entry, to make a few other lang classical too.

But, Odia is the oldest, from the same source — Sanskrit, still with the ancient tag.
It passes with same structure criteria as Sanskrit, Tamil & all south Indian classical languages.
Hindi is a WAY YOUNGER version with 80% Urdu, 10% English in it today. Don't get me wrong, I've hosted Urdu shows too. Beautiful Indian language.
Why it's hard for East Indians to speak Hindi
Odia, Bengali, Assamese are genderless !
But understand that it's TOUGHER for us. Hindi, itself HAS GENDERS. Can you believe that? Not just for subject, EVEN for VERBS!! Odia is genderless. Odia doesn't even have ANY pronouns. Not even he or she. A male and female are absolute equals. We don't even need to specify male, female, third gender, our cure dog or whatever. All are equal in Odia.
Imagine how easy it is for others to learn Odia & how tough it is for us to go from genderless to gender in everything!

We were lied that Hindi is rastra bhasha.
Hindi is NOT national language.
India has NO national language to respect all people of these 1700 Indian lang as everyone's mother tongue is VALID & important.
What's the point of being a MBA gold medalist with higher degrees, when we never learnt that India has NO national language?
Thanks to the Internet, now you know. The Indian Constitution respects all 1700 languages. We are Indian UNION. Several rich heritage languages sacrificed their own, & kept nation above. Hence, English was kept as official language for our sake so that — Hindi doesn't do what it does today — IMPOSITION.
See, all should learn as many languages as they can. It helps intelligence also. But when someone DEMANDS you to, honey, no one is OK with learning it.
That's the reason, no one likes Hindi. Marathi, Kannada etc FORCED on you. The keyword is FORCED. Imposed.

Let it be a CHOICE for all Indians to learn whatever Indian language they CHOOSE.
Out of Indian Union's 2 official languages, ONLY English is accepted high court & above, Supreme Court, etc. English is neutral to us all. Words like CASH come from Tamil, Palanquin Juggernaut, come from ODIA, Shampoo comes from Hindi. So many such examples! We all ALREADY know English. 200 years and 78 years of independence & English as a compulsory subject.
Even unpadh gawar know English without realising it. You'd argue, hey, what about those who never went to school? (No offense, I'm using the most common words to describe those who never had any formal education. You'd ask me, what about them?)

Are you seriously telling me from rickshawala (autowala) to maid, is there ANYONE who doesnt know these words? They may have just learnt these listening, and may have wrong spellings. But EVERY INDIAN knows.

Odia traditional saree drape never had blouse. We are a hot coastal state.

I've done shows on the MOST common English words that are used in our 🇮🇳 Indian languages while you THINK you don't know English, or even if they've translation in your language, it's insanely archaic by now.
For example, 📻radio,🖥 TV.
We still have words for two wheeler, three wheeler, by referring to wheels.
Car is Gaadi. So, I'm not counting those that can STILL have usage somewhere. Blouse is choli but very specific to Gujratis, chania (ghaghra, lehenga) choli thing.
But that thing we wear with saree now? You're telling me you go to a TAILOR, (darzi is Urdu); and you're saying FITTING karadijiye. I know Urdu's previous name was HINDUsthani before. It's an Indian language. And, ALSO, one of only 22 in Consititution (23, if you count Indian English).
But, has our collective memory stopped before Urdu? Bollywood has Urdu coded us SO bad, we don't know what's Hindi, what's Urdu anymore. Both are Indian languages. But it's even worse for NON-Hindi like us to figure out which is which.
ଗାଧେଇବା is a very common other word for bathing, ସ୍ନାନ snan too.
But first, Hindi ate rich, heritage languages like Awadhi, Maithili, Bhojpuri, etc calling them mere dialects.
Did you know Maithili & Uttarakhandi HAD A SCRIPT? I know, right. Even I had no idea! We are all forgetting. Collective amnesia.
Even western Indian language Marathi uses Hindi Devangiri script.
We've evidence that Hindi has destroyed so many distinct languages in it's (probably political frenzy) to club all as Hindi.
English coexists with all languages. And let's face it. What on earth are you going to call SIM, recharge, traffic, quarantine, etc? No language can exist without it today. 20% English will any which way be there. We don't have a translation for those words in our native mother tongues!
